SECMOL announces four scholarships for students from Ladakh (two from Leh & two from Kargil) to study journalism or human rights at post graduate level in some of the most reputed institutes of Journalism in India. The scholarships would be up to two lakh rupees each, depending upon the Institute.  The candidates should have studied till Matriculation in a Government School, as the aim of the scholarship is also to support the products of government schools, who are often at a disadvantage.

However the candidates will have to face and clear the entrance examination and processes of the respective institutes. Some details of the recommended Institutes, entrance test dates and other procedures are below, and candidates are encouraged to look at the websites of the respective institutes also.

Up to four scholarships will be available to Ladakhi graduates from government school background who are able to get admission in any of these prestigious Postgraduate Diploma Courses in Journalism or Human Rights. The students can be from Leh or Kargil District and should be a graduate who studied in government school up to Class X.

Admissions Open for 2008 - 2009

Eligibility

College or university graduates in any discipline and students awaiting their degree examination results are eligible to apply for admission to the ACJ. Although most of the students admitted will be from India, the College expects to offer a certain number of places to suitable candidates from elsewhere in South Asia and from other parts of the world.
Examination
After a careful assessment of applications, short-listed candidates will take an entrance examination on May 25, 2008. The examination will be administered in Bhubaneswar, Chennai, Kochi, New Delhi, Mumbai, Bangalore, Kolkata, Hyderabad, Patna, Thiruvananthapuram and possibly other cities, depending on the number of applications received from a particular region.
The examination will be in two parts: (a) to test the applicant’s English language skills and facility and (b) the awareness of current affairs and general knowledge. It will also test the candidates’ writing ability and assess their analytical thinking and problem-solving skills. Other procedures may be prescribed for candidates from abroad.

Interview

Applicants from India who have done well in the entrance examination will be invited to an interview at the College in mid-June. Up to 40 students will be finally selected for the Print Media stream, up to 30 for New Media, and up to 30 for the Television stream and up to 15 for the Radio stream.

Tuition fees are as follows:
for the Print Media Stream: Rs. 200,000

for the New Media Stream: Rs. 200,000
These fees are payable in three instalments, according to the following schedule:
one-third upon intimation of admission
one-third by July 2, 2008
one-third by July 12, 2008
The College will try to help arrange suitable accommodation for students. The approximate cost of accommodation is Rs. 3,500 per month.
Please note that no request for refund of fees will be entertained

Scholarships

The ACJ offer scholarships on a merit-cum-means basis to students seeking, and qualifying for, them. The full and partial scholarships cover tuition fees and, in special cases, living expenses.

ACJ offers full scholarships for up to 4 Dalit students in the Class of 2009. The scholarships cover tuition fees, accommodation expenses and a living allowance per month. Aspiring candidates may apply and take the entrance test at one of the locations specified. ACJ will invite successful candidates for an interview at the college. ACJ will reimburse candidates shortlisted for interview second-class train fare from their places of residence to Chennai and back. Candidates seeking this scholarship must produce proof of their caste and economic status.

The South Asia Foundation (SAF) offers scholarships equivalent to US$ 4500 for study at the ACJ to a boy and a girl student each from the eight SAARC countries: Afghanistan, Pakistan, Bhutan, Bangladesh, Nepal, Sri Lanka, the Maldives and India. At the start of each semester, students must pay the following fees toward their housing and meals:
Housing fees: Rs. 10,000 per semester
Meals: Rs. 16,000 per semester
Payment toward confirmation of admission must be received by the institute within 7 days of notification. All fees are payable at the time of registration for the semester. If the Institute does not receive the full amounts (tuition, housing and meals) by their due dates, the student will not be allowed to attend classes and/or stay at the dormitories. Unless an exemption is granted in writing by the admissions committee, a delay of more than 3 days could result in cancellation of admission or permanent suspension from the program.
The tuition and registration fee, once paid, will not be refunded under any circumstances.

Admissions Procedure

Admission procedure for the diploma programs:
1. Completion and submission of application form.
2. A personal interview.
3. Notification and acceptance of admission

All application materials must reach IIJNM by May 30, 2008, for the July 2008 entry point. The application will not be considered unless all materials are typewritten (or written legibly), signed and dated. Applications that do not reach by their due dates may not be considered.

Note: Early applicants may submit their applications prior to March 31, 2008, for consideration. These applicants will be notified of conditional acceptance by May 15, 2008. Admissions will be confirmed subject to qualifying examination results (if college final examination results are not available at the time of application).

Acknowledgement of applications will be e-mailed or posted within 10 days of receipt.

Those selected for interview will be notified and arrangements for interview will be made with the applicant by the Admissions Committee.

Within 7 days following the interview, those selected for admission will be notified by the admissions committee. Candidates notified for admission are required to confirm acceptance within 10 days following the notification and remit the initial installment of tuition fees.

Post Graduate Diploma Course: Human Rights, International Humanitarian and Refugee Laws

Human Rights are those fundamental rights which every man or woman in any part of the world should be deemed to be entitled to, by virtue of having been born as a human being. Persistence, vigilance and living actions by the people themselves for the protection of human rights are essential. Indeed, an essential pre-requisite for progressive realization of human rights is popular awareness of and support for universally accepted human rights norms and standards. It is in the hope of spreading human rights awareness that the ISIL has started the Post Graduate Diploma Course in Human Rights, international Humanitarian and Refugee Laws. ISIL's ten-month Post Graduate course, which was started in 1999, runs in collaboration with the International Committee of the Red Cross (ICRC), United Nations High Commissioner for Refugees (UNHCR) and National Human Rights Commission of India (NHRC).

The course is conducted over two semesters — August to December and January to April. It is comprised of three papers. The section on humanitarian law touches upon the development of International Humanitarian Law, Hague Conventions, four Geneva Conventions, 1949 and Additional Protocol I and II, 1977 and their implementation measures. The section on refugee law covers the historical development of refugee law, identification and determination of refugees, 1951 Convention on Refugee and its Protocol of 1967. A few classes will be devoted to the topic - Whether India should sign the 1951 Convention or not. Universal Declaration of Human Rights, UN Convention for the Elimination of all Forms of Racial Discrimination, 1965 and UN Convention on the Rights of the Child, 1989 will be discussed under the human rights section. This section also covers the role of the Indian judiciary, NHRC and NGO's in the promotion and protection of human rights in India. Reading materials and other relevant documents provided by the ICRC and the UNHRC are more than sufficient to cover whole syllabus.

Rules and regulations for the diploma courses

1. Eligibility for admission – For the Post-Graduate Diploma Courses, the requirement for admission is a Bachelor’s degree from a recognised University. The Academy reserves the right to relax this requirement if it is satisfied that the practical professional experience of the applicant is adequate to make up this eligibility requirement.
2. Course of study – The syllabus for the course of study will be prescribed from time to time. The current syllabus is given in this Prospectus.
3. Class Schedule – Classes for the Post Graduate Diploma Courses are conducted on weekdays from 6 p.m. to 7:30 p.m. as per the following schedule:
i. International Law & Diplomacy: (All Weekdays)
ii. International Business & Trade Law: (Three days a week)
iii. Human Rights, International Humanitarian & Refugee Laws: (Three days a week).
4. Medium of Instruction and Examination - The medium of instruction and examination shall be in English.
5. Attendance – Candidates are required to attend not less than 2/3rd of the lectures. The Secretary-General/Director of the Academy may, at his discretion, condone the deficiency in attendance only on compassionate grounds, provided that a representation supported by documentary evidence of the same is to be submitted.
6. Evaluation – The evaluation process of these courses consists of:
a. Examination at the end of the academic session; and
b. Assignments: Every student is required to submit an assignment in each of the prescribed papers. The candidate is free to select a topic of his own choice form the prescribed course content.
c. Attendance & Class Participation.
The marks allocated for the examination is 50% and 50% marks are allocated for assignments, attendance and class participation.
7. Discipline - The Secretary-General/Director for the Academy has the power to strike off the rolls the name of any student who is grossly irregular in attendance, or wanting in discipline in spite of warning.

Rules relating to the post-graduate diploma examination

I. All students of the Post-Graduate Diploma are required to submit their assignments in the papers given in the papers given in the course content before the closure of the classes. Depending upon the availability of time, the students may also be asked to present these assignments before the class.
II. All the students of the Post-Graduate Diploma Courses are required to appear for an examination in the papers as given in the course content.
III. The examination in each paper shall be of three hours duration and each paper shall carry 50 marks.
IV. The student appearing for the examinations shall be bound by the prescribed rules of examination.
V. The minimum marks required to pass the examination in each paper shall be 50%. A student who has passed the examination with at least 60% of aggregate marks shall be placed in the First Division. A student who secures 75% will be declared to have passed in First Division with Distinction. All other students who have secured the minimum qualifying marks will be placed in the Second Division.
VI. The Examination Committee may grant grace marks up to 5% in appropriate situations.
VII. No student may appear for the Diploma Examination more than twice and he/she must pass the examination within four years from his/her first admission to the respective Diploma Course.
VIII. Students who have failed in the examination, or failed to appear in the examination after having put in the requisite attendance, may be allowed to appear in the subsequent examinations only on their being enrolled as ex-students.
IX. Notwithstanding anything contained herein, any matter requiring expeditious disposal to cover situations affecting students will be decided by the Examination Committee constituted for this purposes by the Secretary-General, and its decision will be final.
